Pole-specific work requirements
Reconcile owner decisions, loading findings, replacement needs, clearance corrections and communications or electrical work. Identify the owner or authorized party responsible for each action.
Joint-use transfer sequence
Track utility, communications and contractor dependencies, work orders, access and planned releases. Record changed pole conditions and unresolved third-party attachments.
Construction release and completion
Collect required completion information and owner dispositions before declaring attachment readiness. Track old-pole removal and outstanding transfers as distinct items.
Exceptions and revised conditions
Coordinate failed transfers, noncompliant arrangements, altered designs and acquisition-record gaps through the authorized owner process. Administrative progress is not technical release.

Prepare the included documents from agreed inputs, resolve interfaces with responsible specialists and track revisions. Record external decisions and conditions separately from work prepared for review.

Third-party transfers, owner work sequencing and revised pole conditions. The proposal separates professional work, outside charges and review dependencies.
Deliver the defined milestone
Provide the controlling documents and remaining-action record. Identify what is accepted, what still requires a decision and what belongs to a separately contracted next stage.

Which party moves each existing attachment?
Identify the attachment owner and its authorized work process. Work must be assigned to parties permitted and qualified to perform it; coordination does not grant that authority.
What prevents construction before make-ready finishes?
The owner’s conditions, incomplete work and unreleased technical dependencies remain controlling. The register makes these explicit rather than treating a submitted application as construction permission.
