What the scope can include

Select the work and handoff your project needs. The agreement identifies the included deliverables and responsibilities.

• Pole-specific work requirements

  Reconcile owner decisions, loading findings, replacement needs, clearance corrections and communications or electrical work. Identify the owner or authorized party responsible for each action.

• Joint-use transfer sequence

  Track utility, communications and contractor dependencies, work orders, access and planned releases. Record changed pole conditions and unresolved third-party attachments.

• Construction release and completion

  Collect required completion information and owner dispositions before declaring attachment readiness. Track old-pole removal and outstanding transfers as distinct items.

• Exceptions and revised conditions

  Coordinate failed transfers, noncompliant arrangements, altered designs and acquisition-record gaps through the authorized owner process. Administrative progress is not technical release.

Decisions, fees and timing

Scope and dependencies determine the proposal. No universal price or approval date is assumed.

1. Confirm the basis and responsibility

   Review the available records, intended endpoint and authority to use the information. Assign missing inputs, technical decisions and the parties who can authorize changes.

2. Coordinate and review the work

   Prepare the included documents from agreed inputs, resolve interfaces with responsible specialists and track revisions. Record external decisions and conditions separately from work prepared for review.

3. Account for project-specific dependencies

   Third-party transfers, owner work sequencing and revised pole conditions. The proposal separates professional work, outside charges and review dependencies.

4. Deliver the defined milestone

   Provide the controlling documents and remaining-action record. Identify what is accepted, what still requires a decision and what belongs to a separately contracted next stage.

OTMR, NJUNS and the owner’s transfer process

Start with the pole owner, applicable rules, approved work scope and actual participants. A workflow name is not permission to perform work or access an owner system.

• One-touch make-ready eligibility

  One-touch make-ready (OTMR) is a defined process for eligible simple communications-space work under applicable pole-attachment rules. Establish whether the governing rules and owner process allow it, the approved contractor arrangements and required notices and inspections. Complex work, power-space work and pole replacement need their applicable separate handling. True North can organize the decision record and dependencies without promising OTMR availability for every pole.

• NJUNS and transfer records

  The National Joint Utilities Notification System (NJUNS) supports coordination among participating utilities for work such as pole transfers and make-ready. Where the owner uses it, reconcile authorized ticket records with pole IDs, assigned parties, notices, completion evidence and remaining transfers. A closed administrative ticket does not alone prove field acceptance. Double-pole removal remains a separate tracked action after the required transfers and owner release.
