Compare the drawing list, revisions, supporting reports and application requirements. Identify missing information, conflicts between sheets or disciplines, unresolved assumptions and items needing the responsible designer's decision. Record whether each issue affects submission readiness or needs a separate investigation.
The scoped result identifies the issue, affected document, information needed and responsible next party. It separates a documentation omission from work requiring field measurement, technical analysis, redesign or a new application. A review does not automatically produce revised drawings.
A useful review depends on knowing which records describe the actual project.
Provide the complete available set, revision and issue dates, calculations, prior approvals, comment letters and the version actually submitted. Flag missing pages, changed scope and differences between the records and known site conditions.
Use the findings to assign owner decisions, designer responses, records recovery or new work. Document the limits of the review and unresolved items before treating the package as ready for a new milestone.
A package review is a defined service, with a defined handoff.
Document review does not establish concealed conditions or substitute for measured drawings or a licensed survey. If the records are inadequate, agree the necessary field or specialist investigation. Preparing a new design, responding to agency comments and managing submission are separate scopes unless included.
An appropriately qualified responsible professional must determine the technical work and responsibility they can accept. We do not promise that someone else's plans can simply be stamped. Reuse rights, required analysis, revisions and the applicable professional rules need to be addressed first.
Drawing quality, package size, missing calculations, conflicting versions, changes in the proposed use and current review requirements shape the effort. The proposal states the review output and exclusions; outside professional work and agency charges are identified separately.

That is a decision for the appropriately licensed engineer under the applicable professional rules. The engineer needs sufficient information and technical work to accept responsibility; an independent package review is not an offer to add a seal to unverified work.
