• Coordinate the start and handoff

  Track owner selections, approved substitutions, long-lead information and readiness dependencies. Construction-phase responses and completion records are included only to the extent stated in the agreement.

Decisions, fees and timing

Scope and dependencies determine the proposal. No universal price or approval date is assumed.

1. Confirm the basis and responsibility

   Review the available records, intended endpoint and authority to use the information. Assign missing inputs, technical decisions and the parties who can authorize changes.

2. Coordinate and review the work

   Prepare the included documents from agreed inputs, resolve interfaces with responsible specialists and track revisions. Record external decisions and conditions separately from work prepared for review.

3. Account for project-specific dependencies

   Design maturity, access and phasing, material availability, contractor proposals, changes and unresolved approvals.

4. Deliver the defined milestone

   Provide the controlling documents and remaining-action record. Identify what is accepted, what still requires a decision and what belongs to a separately contracted next stage.

Use a controlled drawing revision, written scope and stated measurement basis to compare proposed construction. Advisory cost and scope records support decisions; the contractor’s accepted agreement establishes its commitment.

• Quantity takeoff and scope-gap review

  A quantity takeoff records measured items, units, drawing references and assumptions. Identify allowances for incomplete design, exclusions and whether waste or installation accessories are included. A scope-gap review compares the intended work with each trade proposal and flags missing or overlapping responsibilities. Bring drawings, specifications, schedules and contractor clarifications for an auditable comparison register.

• Bid comparison and value analysis

  Compare the same work boundaries, alternates, allowances, access conditions and schedule assumptions across bids. Value analysis examines an alternative’s function, quality, maintenance and design consequences with the owner and responsible professionals. Document decisions and required revisions before pricing is relied upon; a lower number is not equivalent scope, guaranteed savings or authorization to substitute materials.
